§ 14-9. Requirements for vehicles of producers.

The actual producers of domestic wastes, or the occupants or agents of premises upon which domestic wastes are accumulated who desire personally to collect and dispose of such domestic wastes shall use a watertight vehicle provided with a tight cover and so operated as to prevent offensive odors escaping therefrom and domestic wastes from being blown, dropped or spilled.
