§ 18-82. Purpose.

This article establishes a user charge system to assure that each user of wastewater treatment facilities within the system service area will pay as a minimum, its proportionate share of the costs of operation and maintenance, including replacement of equipment, and appurtenances necessary to maintain the capacity and performance of the facilities.
