§ 18-106. Generally.

In determining user charges applicable to operation and maintenance costs of wastewater treatment facilities, consideration will be given to each user's quantity of wastewater flow, and concentrations of BOD and suspended solids. Domestic wastewater dischargers and industrial wastewater dischargers of normal strength wastewater shall be subject only to a basic user charge. Industrial wastewater dischargers of abnormal strength wastewater shall be subject to an increased user charge, reflecting their higher strength factors.
