All personal property coming into the possession of the police department from any source, wherein the owner is unknown or
wherein the owner cannot be located, wherein the item is not contraband and has no foreseeable evidentiary value, with the
exception of motor vehicles, firearms and bicycles, which are covered elsewhere within this article, shall be disposed of
as provided in this article.
