No license for the sale of spirituous liquors or distilled spirits shall be granted for a business location in any district
designated as R-1 residential, R-2 residential, R-12, R-7.5S, R-7.5, H-1, PEH, PW or M-1 industrial under The 1999 Zoning
Ordinance for the City of Cordele, effective date of May 1, 1999. Private clubs, patriotic organizations, or fraternal organizations
meeting all the requirements of section 3-89 are excepted if in compliance with such zoning regulations.
