§ 4-1. Definitions.

  • As used in this chapter, the following terms shall have the respective meanings ascribed to them:

    Animal control board means the body established by section 4-2 having functions, duties, powers, and responsibilities as set forth in this chapter.

    Animal control officer means the representative of the city designated by the city's personnel policy under the direction of the chief of police.

    Owner means any person having a property right in the animal, or who keeps or harbors an animal or who has it in his care, or acts as its custodian, or permits an animal to remain on or about any premises occupied or under his control.

    Vicious animal means any animal who bites or attempts to bite any person, except in defense of his owner's property or person or the person of the owner's spouse, children or grandchildren.
