§ 2-51. Same—Implementation.

The city manager shall implement the broad functions and duties of the various departments through the various directors and chiefs, and in furtherance thereof shall assign in detail the functions and duties of such directors and chiefs required, as in his managerial judgment, to carry out the spirit and intent of this article.
