§ 2-50. Functions, duties—Generally.

  • The broad functions and duties of the departments established in this article are as follows:

    (1)

    Public works department. Effective administration, control and operation of the operations department, city garage, parks and cemeteries, street department and utility distribution.

    (2)

    Sanitation department. Effective administration, control and operation of garbage and trash collection.

    (3)

    Finance department. Effective administration, control and operation of accounting, records and files of budget and fiscal affairs.

    (4)

    Utility control and treatment. Effective administration, control and operation of the wastewater treatment plant, the water system and the sewer system.

    (5)

    Community development director/chief code official. Effective administration, control and operation of the city's community development involving codes implementation and enforcement, planning, zoning, subdivision regulations, economic development, civic/cultural affairs, recreation, chamber of commerce, social programs, housing, grants, coordination with state and federal agencies, and related functions.

    (6)

    Personnel and human resources department. Effective administration, control and operation of all phases of personnel relations, including but not limited to the personnel plan, JMERS retirement plan, group health and life insurance and affirmative action coordination for EEOC policies and programs.

    (7)

    Public safety department.

    (8)

    Police department. Effective administration, control and operation of the police department, civil defense functions and animal control operations.

    (9)

    Fire department. Effective administration, control and operation of the fire department.
